Investment Policy

The Investment Objective is to invest the District’s funds in full compliance with the State of Illinois Compiled Statutes, The Public Funds Investment Act (30 ILCS 235), providing for liquidity to pay for the District’s on-going expenses and achieving a competitive rate of return.

The stated Investment Objectives are: • Safety of Principal • Planned Liquidity • Maximize Rate of Return • Maintain the Public’s Trust

The current custodian is Charles Schwab & Company. They will custody and provide safekeeping for the assets under management. Funds will be kept invested at all times. Interest received and maturities of assets, will be reinvested on the same day of receipt. Incoming wires will be invested the same day of receipt, provided it is before 12:00 PM CST.

The long-term investment return objective is to exceed the then applicable benchmark. The benchmark used will be customized, and consist of 75% 90 Day US Treasury Bill and 25% and Barclay’s 1-3 year Government Index.

The Investment Manager will keep the Administration and/or Board informed of any material change in investment strategy or other pertinent information affecting the structure of the account or resultant performance.
