Budget Hearings: Call to Order, Pledge, and Roll Call: The Pontiac Township High School District No. 90 Board of Education held the Budget Hearing Meeting in the Dr. Ronald J Yates Memorial Library at 7:00 pm. Mr. Schrock called the meeting to order at 7:00pm and the Pledge of Allegiance was recited. Board Members Mr. Schrock, Mr. Sartoris, Mr. Heller, Mrs. Diemer, Mr. Masching and Mr. Lambert answered roll call. Also present were Administrators Dr. Ryan McGuckin, Tera Graves and Board Secretary Kelly Carter. It was moved by Mr. Heller and seconded by Mr. Sartoris to call the public hearing to order for the July 1, 2025 to June 30, 2026 budget for Pontiac Township High School #90 and Livingston Area Career Center. Mr. Schrock, Mr. Sartoris, Mr. Heller, Mrs. Diemer, Mr. Masching and Mr. Lambert all voted “ yea ” on a roll call vote. Motion passed.
Dr McGuckin and Ms. Graves both presented a balanced budget for FY2026. There were no questions from the board and no public comment.
It was moved by Mrs. Diemer and seconded by Mr. Masching to adjourn the Budget Hearing Special Board Meeting. Mr. Schrock, Mr. Sartoris, Mr. Heller, Mrs. Diemer, Mr. Masching and Mr. Lambert all voted “ yea ” on a roll call vote. Motion passed.

Mr. Schrock called the meeting to order at 7:09 pm. Board Members Mr. Schrock, Mr. Sartoris, Mr. Heller, Mrs. Diemer, Mr. Masching and Mr. Lambert answered roll call. LACC Report: Mrs. Graves highlighted on the tentative LACC enrollment as of Sept 2025. The Sept students of the month are Logan McCabe and Michael Hendershott. Reminder that Jack Bristow, and Doug Masching will both be retiring at the end of this school year. She also noted that the LACC Preschool Program is open. LACC also received a $500.00 grant from Architectural Woodworking Institute Education Foundation (AWIEF) Grant for Construction Trades.

General Overview
• Studio Investment/Vezzetti Capital has been helping schools manage and maximize their cash flow for over 30 years.
• This is accomplished by directly receiving tax inflows from the county and investing those funds in high quality, short-term government bonds, municipal bonds, and CDs. (We follow the stringent investment guidelines that the State of Illinois has outlined in the Public Funds Investment Act as well as the Illinois Municipal Code.)
• We keep our investment maturities to 3 years maximum. This protects the schools from excessive interest rate risk that comes with longer-dated bonds.
• We use “cash basis accounting”, as recommended by the Illinois State Board of Education. The money coming into and leaving the account is just that. This ensures that there are no accounting tricks used to enhance performance.
• This overall plan allows each school to maximize every single dollar that flows into its accounts.
• Another major benefit is that it takes pressure off of the school bookkeeper to choose and mange individual investments.
• Because we support the efforts of our educators, we charge only 20 basis points on the account assets (0.0020). This fee is a fraction of the industry standard.

Investment Policy

The Investment Objective is to invest the District’s funds in full compliance with the State of Illinois Compiled Statutes, The Public Funds Investment Act (30 ILCS 235), providing for liquidity to pay for the District’s on-going expenses and achieving a competitive rate of return.
❖
The stated Investment Objectives are: • Safety of Principal • Planned Liquidity • Maximize Rate of Return • Maintain the Public’s Trust
❖
The current custodian is Charles Schwab & Company. They will custody and provide safekeeping for the assets under management. Funds will be kept invested at all times. Interest received and maturities of assets, will be reinvested on the same day of receipt. Incoming wires will be invested the same day of receipt, provided it is before 12:00 PM CST.
❖
The long-term investment return objective is to exceed the then applicable benchmark. The benchmark used will be customized, and consist of 75% 90 Day US Treasury Bill and 25% and Barclay’s 1-3 year Government Index.
❖
The Investment Manager will keep the Administration and/or Board informed of any material change in investment strategy or other pertinent information affecting the structure of the account or resultant performance.

Investment Policy
❖
The Investment Manager will regularly communicate with the Treasurer, Administrator and/or the Board.
❖
The purchase of Certificates of Deposit in excess of FDIC limits must be secured by some form of collateral. Pledged collateral shall be held by an independent third party custodian.
❖
The Investment Manager will diversify investments to the best of our ability, taking into consideration cash flow needs and return potential.
❖
The maximum maturity of any security will not be more than 30 months of the quarter end. It may though, invest in securities with a maturity of longer than 30 months, if at the time, the Investment Manager feels that there is a likelihood of the security being called within 30 months. The Manager may also match investments to longer term needs, e.g. a building project, tort claims, etc.

Student Acknowledgements: I know I recognized the marching band last month, however they continue to impress me. While at the State Marching Band Competition at ISU, they were awarded the Highest Achievement in Crowd Appeal in Class 2A, which is the result of excellence in marching in music. This is the first time PTHS has received this award and the first award the marching band has received in over 10 years at the competition. Staff Acknowledgements : I would like to recognize Joseph Durbin for all of his work regarding the Distinguished Alumni assembly, banquet, and other events. The inductees have really enjoyed the day and appreciate the recognition. They even enjoy being in the parade, they literally go down memory lane as they ride in the convertibles and receive their recognition by the parade spectators. School Improvement / Curriculum Updates : We are in the initial stages of creating a “ Sophomore Experience ” learning community that is meeting approximately twice a month to discuss the growth/regression of our sophomores. Similar to the Freshman Learning Community, the group consists of teachers, guidance counselors, school social worker, school psychologist, and administrators. The focus is on creating interventions and providing support for our students as we continue to hold them to high expectations.

Staff Acknowledgements: Chef Rowan continues to look for ways to expand his student’s experiences. So far in the month of October, we've enjoyed two culinary pop-up events. These events are open to the public and allow our students the opportunity to prepare and serve meals to the community. First up was our taco/burrito pop-up. Customers had the choice of tacos, burritos, or burrito bowls, along with rice, beans, salsa, guacamole, and all the fixings! Next up they held the pizza pop-up. Recently added to our facility was an outdoor kitchen that features a wood-fired pizza oven. Customers got to pick their toppings for their pizzas and also enjoyed some homemade lemon cookies. We're already looking forward to the next event! Student Opportunities: This year, 230 students are applying to earn a combined total of 1,051 college credits through Heartland Community College (HCC) and Joliet Junior College (JJC) across nine dual credit programs at the LACC. A full list of the FY26 Certificates, Certification and Dual Credit. FY26 Certification/Dual Credit Excited to add Foundations of Education to the Dual Credit list. School Improvement / Curriculum Updates: We held our Business Roundtable Discussion on Friday, October 10, 2025. We welcomed 35 business partners to discuss program curriculum, equipment needs, business needs, and more. We are always appreciative of our business partners, and grateful for their commitment to our programs and students.

Community Connections: The Criminal Justice program has been busy volunteering event security again this school year. The event security consists of traffic direction and crowd control. We have logged 376 man hours so far this year at the following events. During that time, my love/passion for helping others came to life. I worked as a CNA for 6 years before I got accepted into the Heartland Community Colleges Nursing program. I knew that I wanted to be in a profession that would allow me to help others. When you are a CNA you are able to create such a special bond with your residents and their families. The life lessons that I learned are forever imprinted on my heart & I feel like it helps to keep you humble.”
What advice do you have for current LACC students trying to plan for their future? “Keep your doors open to all possibilities. If you have an interest or a passion, g o for it! If you end up not loving it, try something new! The sky is the limit & you can explore many different options that will hopefully get you where you want to be.”

A big thanks to all of our staff, especially our class sponsors, for making Homecoming week run smoothly. Mr. Durbin and Mr. Hackler do a fantastic job of coordinating the events for that week and we appreciate all the time they put in. Coach Gadbury and our upperclassmen football players are going to represent PTHS at Washington School for their “High Five Friday” and greet their students as they arrive to school in the morning.

Thank you to our staff for dedicating the morning of our SIP day on October 10 th for the Signs of Suicide training that will take place with our students on the 22 nd . It is certainly not an easy topic to discuss, but is always handled very well by our staff.

Facilities Updates:
• All new IP phones and outside SIP (Session Initiation Protocol) lines are now fully installed, eliminating our dependence on outdated analog copper lines. This project began last fall, and the final installations — including the greenhouse/storage area and the new weight room — were completed in August. • In September, we began porting our external phone lines to a new provider. To finalize this transition, we still need to port the fax lines, which should be completed by the end of this month. We will also be testing automatic 911 dialing through our fire alarm system.
Hardware/Software Updates:
• The migration to Windows 11 for all administrator, teacher, and staff devices is ongoing. We are currently about 85% complete, with a goal of reaching 100% by the end of the semester.

• A group of office staff members and I will attend the Skyward User Group Conference in Tinley Park at the end of this month. One of our main goals is to gather information about Skyward’s new software, Qmlativ , which we will need to transition to in the coming years as support for our current system, SMS 2.0 , is phased out.
Other Points of Emphasis:
• Our on-site commercial printer (Epson 8000): o
allows us to print senior banners for athletics across all sports, as well as professional-quality signage throughout the school. o One recent project, in collaboration with Mr. Bohm, involved creating signage for each classroom door that includes: a map with AED locations, identified fire exits, main office and nurse phone numbers, and instructions for dialing 911 from our new IP phones

INSTRUCTIONS/REQUIREMENTS: For School Districts/Joint Agreements
All School Districts/Joint Agreements must complete this form (Note: joint agreement supplementary/statistical schedules may not be applicable) This form complies with Part 100 (Requirements for Accounting, Budgeting, Financial Reporting, and Auditing). 23, Illinois Administrative Code 100, Subtitle A, Chapter I, Subchapter C (Part 100)
1. Round all amounts to the nearest dollar. Do not enter cents. (Exception: 9 Month ADA on PCTC OEPP Tab) 2. All errors must be explained in the Itemization tab. Any errors left unresolved by the Audit Checklist/Balancing Schedule will result in rejection.
3. Be sure to break all links in AFR before submitting to ISBE. If links are not broken, amounts entered have changed when opening the AFR.
4. Submit AFR Electronically • The Annual Financial Reports (AFR) must be submitted directly through the School District Financial Reports system in IWAS by the auditor (not from the school district) on or before October 15. Please see AFR Instructions for complete submission procedures. IWAS
• AFR supporting documentation must be embedded as Microsoft Word (.doc) or Adobe (*.pdf) and inserted within tab "Opinions & Notes". These documents include: The Audit, Management letter, Opinion letters, Compliance letters, Financial notes, etc. For embedding instructions see "Opinions & Notes" tab of this form. Note: In Windows 7 and above, files can be saved in Adobe Acrobat (*.pdf) and embedded even if you do not have the software.
5. Submit Paper Copy of AFR with Signatures a) The auditor must send an offiical paper copy of the AFR form (cover through page 9 at minimum) to the School District with the auditor signature.
b) Upon receipt, the School District signs and retains one copy for their records. The School District provides the township treasurer (if applicable) and the Regional Superintendent's office with a copy no later than October 15, annually. Note: Township Treasurers and Regional Superintendents may prefer a complete paper copy in lieu of an electronic file. Please comply with their requests as necessary. • Yellow Book, CPE, and Peer Review requirements must be met if the Auditor issues an opinion stating "Governmental Auditing Standards" were utilized. Federal Single Audit 2 CFR 200.500 6. Qualifications of Auditing Firm • School district/joint agreement entities must verify the qualifications of the auditing firm by requesting the most current peer review report and the corresponding acceptance letter from the approved peer review program, for the current peer review period. • A school district/joint agreement who engages with an auditing firm who is not licensed and qualified will be required to complete a new audit by a qualified auditing firm at the school district's/joint agreement's expense.
